Analytics archive log can be import and export between same releases or newer release. 

But import and export from new version Analytics archive log to older Analytics version is not supported, even VOS is same release. 

For example archive log export/import from below environment 1 to environment 2 is not supported

[Environment 1]Analytics running 21.2.2, VOS running 20.2.3

[Environment 2]Analytics running 20.2.3 VOS running 20.2.3

The reason is the log format may change across releases. Especially between major releases to support new features and enhancements. So, some components of the UI will not be populated.
