Why is there is a need to keep SPACK of the Versa Director updated?

Versa Director (VD) is the management plane, but the templates/policies it builds for VOS rely on Director-side catalogs (predefined App-IDs/signatures, OS objects, URL categories, IPS signature definitions). These catalogs are refreshed with SPACK updates. If VD SPACK is outdated, VD may not list or allow selection of the latest signatures/App-IDs in templates, even if VOS has newer SPACK content.
